Can a 1sg threaten to bar and kick someone out for falling out of a company run?

We done a qgr and some people fell out of the run including myself but all these people has passed tape and pt test can 1sg kick us out for that?

Read AR 600-8-2, AR 350-1, They will direct you to the slew of other regulations that cover PT performance measures and what the consequences for not performing tasks to standard and failing to accomplish missions are.
Falling out of one run.... No a bar would not fly. Read the regulations referenced and pay attention to the first sentence of the post there's a hint and a learning point there for you.

1SGs can neither Bar nor Chapter anyone. But they sure can help the process along. Company Commanders are the ones who Bar and Chapter Soldiers and the 1SG is the company commander's Senior Enlisted Advisor. With that being said, your 1SG is more than likely pissed Joes fell out of that run. He/she can't personally Chapter or Bar anyone, but they advise the person that can. Moral of the story is that you should try not to piss your 1SG off.
