Can a commander impose 2 months half pay for a company grade article 15?

Can a commander impose 2 months half pay for a company grade article 15? I thought max punishment was 14 days extra duty, 14 days restriction and forfeiture of 7 days basic pay.

Company Grade Article 15 (Given by Captain (O-3)

Restriction: 14 days
Extra duty:14 days
Forfeiture of pay: 7 days basic pay
Reduction in Grade: E-4 or below may be reduced one grade. No reduction for E-5 or above.

Can anyone explain this? And what he can do about it? I’m trying to help a soldier and I feel like he’s getting f’ed pretty hard.

Sounds like field grade article 15. The higher rank the commander is, the bigger the punishment.
