Can a DD368 get "Disapproved" by a Commanding General for the reason of "retention issues"?

Can a DD368 get "Disapproved" by a Commanding General for the reason of "retention issues"? The exact reason being shortage of MSG’s in the Army Reserves. I have been told previously that is not a reason that can be used for “disapproval” of a DD368.

Short Answer: Yes, it can be disapproved for retention.
Longer Answer: There are situations where they must approve (only one that comes to mind is the "reasonable community distance" provision because you moved and nothing else is available at your new location, but I know there are others), but unless you fall into those categories (you never specified the reason for your DD368) anything else can be denied.
Did your TSC CG disapprove it or did the Commander of USARC disapprove it? In the USAR, approval can come from the MUSARC level in most cases, but the Commander, USARC is the final disapproval authority for DD 386s.

Thank you for all the information…. The CG in this case would be at the ESC level. You spoke of reason why for DD368. Short Answer: Plant Manager on civilian side, family and 1SG in a reserve unit is too much. Ether the family gets less of me, civilian career gets less or military gets less. Serving and having a successful civilian career in my job field is not doable. I cant just leave for weeks or months for military and expect a company to want to promote or keep me. So its ether continue to serve but only full time w/1 career “military” for another 12-14 years or retire in 2 years from military for good.

I am sure you will receive a very technical response from sone great leaders. The paperwork cannot be processed if the document is not in compliance with your components policies and regulations. One would think as a MSG that you make a call to the Admin folks at the next level and ask. Of course after you read the policy or reg. itself.

Thank you for your response. The information I have been able to find has been quite vag and unfortunately not specific enough that covers the DD368. This retention thing is a newer issue due to the wildly known retention/recruitment issues. I am posting on here to see what kind of information I can gather from the groups experiences or knowledge. I have spoken to multiple levels of command already and nobody has a good answer they can back. Thank you again for your response.
