The paperwork cannot be processed if the document is not in compliance with your components policies and regulations. One would think as a MSG that you make a call to the Admin folks at the next level and ask. Of course after you read the policy or reg. itself. Are you going Active Duty or to a Guard component?
Active Duty doesn't not have to accept your DD368.
Guard components are very much about the need to have an open position.
As for the Reserves - You can go to JAG but that's probably a lost cause as the Reserves do NOT have to let Senior NCOs (E7-E9) or Field Grade Officers leave service.
Raise your right hand includes much more than just a service hitch. In the USAR, approval can come from the MUSARC level in most cases, but the Commander, USARC is the final disapproval authority for DD 386s.
------------------------------------------
* USARC Regulation 140-4 (3-23) - https://www.usar.army.mil/Portals/98/Documents/Publications/Enlisted%20and%20Officer%20Personnel%20Management.pdf?ver=2019-09-26-112341-940
* AR 140-10 - https://armypubs.army.mil/epubs/DR_pubs/DR_a/ARN30735-AR_140-10-000-WEB-1.pdf

404 - File or directory not found.

COL Randall C.
