I know it might make me sound like a Noob and all but to heck with it. Usually in the fine print, exigency clause or similar. Try talking with him and explaining your situation first. Document everything and reach out for advice. Check with Adjutant or Base Legal too. If you have an active lease agreement, consult the fine print. It will tell you what is and is not permissible. My wife and two kids living in cronus and she had to move, (in the middle of winter), because she wouldn't have sex with the old bastard who owned the house. If I was there, it would have been a good chance he would have disappeared. My youngest son was killed in a car accident a couple months later directly related to them having had to move, forcing them to drive further because of where they had to move to. That comes with it it's own set of perks, usually affecting lease agreements. I know any rental agreement I've ever signed has had a clause that states the property management was legally bound to release me from my contract if activated on federal orders. I dont know why your agreement wouldn't also have that. If not, I would consider questioning management for clarity. Period.
Any service member is covered under USC and the Soldier’s & Sailor’s Relief Act.

Local municipal code and law does not supersede Federal Law. This is also covered under Federal Predatory Lending Regulations.
Anyone being victimized by this type of behavior should immediately contact their Jag or PMO, CID, NIS.... through their chain of command. We had many local rental agencies, private renters attempt to pull this crap at Camp Lejeune. They soon found theirselves banned from renting to any military or spouses, in addition to state and federal charges.
