Short answer is - yes you may recommend said soldier for an award. Follow the guidance provided in AR 600-8-22 and submit IAW your local policies. That said, were your DA Form 638 to cross my desk, you had better be tight in your writing and capture the facts of the matter well. I would have questions of why someone with more experience did not see the said actions or submit an award for said actions as they should have keener insight into what truly is exceptional performance for a soldier in that position. The regulations state that the submitter should be of higher rank and/or someone with direct personal knowledge of the situation being recommended. <br /><br />If you do, you should seriously ensure your writing is up to snuff. Have those that are seasoned in award writing proof-read your stuff, regardless of your proficiency. <br /><br />Personally, I think it&#39;s a great idea you wanting to do this. You&#39;ll want to do this via a Buddy PAR in IPPS-A, but you can fill out the DA 638 to get feedback from your FLL and possibly the orderly room clerk. If you don&#39;t meet the above criteria, &quot;ghost writing&quot; it for a leader with the 638 and providing to them is a way to have the SM acknowledged. Great initiative! Really?&quot; situation for me. <br /> You&#39;ve done all that you can do at this point and you did good. You brought this matter to the attention of the appropriate personnel. Your result of your interaction with the NCO sadly doesn&#39;t surprise me however the last time I checked it was the duty of a United States military officer to find out the answer to a question like this when presented to them. Your LT for sure should be finding the right path to give you an accurate answer as to why it cannot happen or give you assistance in making it happen. He has senior enlisted to confer with and a unit admin staff to confer with if he is lost. The LT&#39;s job in the military at this point in time is to become un-lost about these kinds of things. It shouldn&#39;t be expected for an E-3 of any branch of the Armed Forces to figure out this type of situation on their own.
