Can a MAJ in a LTC-level Rear Detachment Command sign AAMs and other admin actions?

I believe based on my interpretation and that of the BDE S1 OIC that a MAJ in place of the LTC BN CDR can sign awards and other admin action. Nearly a year after leaving that job I was emailed this weekend by a high-speed S1 NCO for a Nat. Guard unit. It seems that one of my former Soldiers took the Reserve/NG option when he ETS'd and she didn't think the award was signed at the right level.

I would have to go back and look, but I think one of my PCS orders was signed off by the RearD commander who was an MAJ as well when I left Germany. I came back from Kuwait a few weeks before the main body did because I was on PCS orders. I wouldn't see why you wouldn't be authorized to sign them.

LTC Kevin B. - what are your thoughts on this one?

If the Major has been given "by dir" authorization by the LtCol, then yes

If you're assigned the billet, you have the duties of that billet. That said, higher level NJP authority is not granted as you have to have the higher rank. Same goes for pay. Happens all the time with selects/promotables going into their next job. Have to chuckle over AAMs/NAMs. Back in the day, they had to be signed off at Flag level. My NAM was signed off by the Fleet 3-Star. You didn't see them frequently like you do on everything today. Fruit Salad Mania is now the norm.

As long as that MAJ has assumption of command orders they can sign.

All you need is the Assumption of Command memorandum attached

Looks like the solution would be to make the Major a brevet LTC or as Navy calls it frocking.
