So, if he/she finds a CA slot they should be able to slide in. Major is a good rank to transfer over. The recruiter should be able to help out with finding a slot. So they start at team level. A Major can apply for waiver but don’t count on it. No to LTC. There would likely be a voluntary reduction in paygrade as I found with Social Work. I would never have made back my two ranks by retirement, much less gone higher.
