Non-Government Personnel/Sponsored Account Registration = I think you can.

Non-CAC users click here (i.e. Family Members, Dependents, Contractors w/o JKO Accounts)

I'm with David Thomas on this one. Why not just use your benefits to go get a degree from a university?

Yes, you can. Assuming you are a Vet, you can request a new account- go through the "Non Government/Family" link, and register.
