Can a retired Warrant Officer perform a promotion ceremony legally?

My son in law is getting promoted to E6 April 1st. Due to the corona virus they are all working from home.(he is a recruiter).

If he has the orders and is otherwise eligible, he is promoted on that date whether there is a ceremony or not. I was promoted to O4 while in civilian schooling. I printed my orders and went and got a new CAC card at a nearby AFB.

There is only a requirement for a commissioned officer to administer the oath if he has to reenlist.

The promotion ceremonies can be very formal including the use of an honor guard and having multiple promotees marched to the front of the promoting individual to much less formal depending on the ranks involved, available resources, location and the number being promoted.
I was promoted to Corporal in a hallway then told to go supervise the Latrine Cleaning Detail.
'Yes', it can very informal indeed.
