It is not the best way to do it but facts are facts. If they are unjust then you can appeal the NCOER. However, a true professional would have conducted counseling to coach and mentor and help correct the deficiency. Waiting to the rating period is done is the coward&#39;s way. The qualification to serve as a Senior Rater is pretty clear, MSG, CSM, CW3-CW5, CPT and above. This is meant to eliminate “immature leaders” who can rate an individual fairly. Did you prepare your NCOER Support IAW AR 623-3? A good deal of NCOs are unaware that they must receive a copy of thier Rater and Senior Rater Support Forms and then prepare thier own. Also, 623-3 states that the SR is supposed to counsel the rated Soldier twice in 12 months. Did you ever request a SR counseling session? Did you ever ha e passing conversions with your SR? Maybe he/she observed behavior they found unfitting of an NCO? Or maybe your Rater put these comments in the SR block as recommendations? Either way, you should speak to your Rater and Senior Rater to get clarification before it’s too late. You can’t appeal and NCOER just because you don’t like it, you can only appeal NCOER that could hurt your career or cause QMP. Any “Did not meet standards” could be a career ender. Remember, the NCOER belongs to the Senior Rater and still requires the rated Soldier be involved. If you never said a word in 12 months, you may have sealed your own fate. I recommend being more proactive when it comes to reports that will affect your career. Good luck. If they choose not to do so and there comments are negative one would hope that the comments are true. They can in fact write comments without actually counseling you. After reviewing ADP 6-22 and AR 600-20. It states that the Leader and the Commander are responsible for ensuring that the rated Soldier is counseled and provided FEEDBACK. I capitalize feedback to emphasize that it’s the Leaders responsibility to be a Leader. I do not understand how a Soldier is responsible for what the senior rater failed to do. The Leadership should be setting the standards clearly to allow a Soldier to succeed and understand the left and right limits. If the leaders fail to do that simple task then are they really leaders?
