Can a SNCO request SSN, DNA test results, Birth Certificate and/or any other PII of a dependent from a subordinate?

Scenario: The SNCO claims the commander wants this information. They want to verify that he has his paperwork in order.

I would say it depends as to why you want the information. If you are advising the Soldier that documents are required for DEERS updates, and/or Family Care Plan information, you could advise them what they need but your "need to know" would be in question unless you are the person processing the transaction.

Does the SNCO need any of that information, no. The SNCO can say to their subordinate "ok, here's the information that you need to bring to DEERS to get your dependent enrolled". But no one needs that information.

Senior NCO is a more of a rank identifier.. So the answer is no.

Can a service member with a Need to know who is a senior NCO request that info? Sure, but darn if I can come up with a need to know that info.
I can see assisting a soldier and that soldier has a need to know, paternity, spouse or child support... But I can't see that senior NCO requesting it directly unless a duty position and task requires it...
CID or MP investigator, medical , heck maybe even the housing NCO that needs SSN to confirm eligibility, or lack there of

I had a sailor who didn't come into work on Monday morning because his wife went into labor at 2AM. The XO got bent out of shape until he sent us a picture of the hospital-issued birth certificate to justify his 72-hour "special lib" before we immediately put him on another 10 days of paternity leave.

That's literally the only thing I could think of as a justified need to know. Very few people at a command actually have any need to see any of that information. DNA results would be a matter for the court in a paternity dispute. Birth, adoption, and/or marriage certificates would matter for DEERS.

As a side note about PII, you can open a cell phone account (and thus a line of credit) with your DOD ID. Kind of makes the whole "not using SSNs to maintain privacy" thing somewhat moot, doesn't it?

Seems to me if a commander requires this info he/she should go through proper channels. Perhaps this SNCO is doing something which is not requested by the CO. As per what SGM Marquez wrote.

Based on new things happening in the Army I would say the only thing that looks weird on that list is the DNA sample. it is now a requirement yearly for Soldiers to update their records with copies of birth certificates, marriage licenses and child custody orders.
So it really depends on the reason it is being requested. If it is truly for the Commander I don't see why anything but the DNA Sample is out of the realm of a commanders ability.
