But if you are overseas and are being investigated by the host nation law enforcement for any allegeded crimes, then you can be place on international hold, which stops you from leaving the country. Long story short, he's charged with statutory rape because she was really 14 and not 18 and was told as long as you have this charge, you will not be pinned. After that the Army came down on him and was booted out a couple of months later Response by SSG Private RallyPoint Member made Jun 11 at 2014 7:15 PM 2014-06-11T19:15:26-04:00 2014-06-11T19:15:26-04:00 1SG Private RallyPoint Member 151864 <div class="images-v2-count-0"></div>Yes, it is a law enforcement flag (technical term is Suspension of Favorable Action-SFPA). It is an administrative tool, not a punishment. A flag of this nature is non-transferrable so it communicates to HRC not to move the Soldier until the issue is resolved. Once removed, there is no future indicator on the Soldier's record that he ever had it, so again, it is not punitive in nature. If the Soldier becomes eligible for promotion (advancement or meets cut-off) then the promotion would be held in abeyance until the issue is resolved. If the flag is removed in the Soldier's favor, the promotion can proceed. See your BN/BDE S1 for more details (and AR 600-8-2 as indicated by SGM Quick who always beats me to the draw!) And it depend if they like the soldier then he or she have no problem but if they don't like the soldier they will flagged him or down only for that reason Response by SGT Jay Ehrenfeld made Jul 31 at 2014 11:14 AM 2014-07-31T11:14:05-04:00 2014-07-31T11:14:05-04:00 Cpl Rc Layne 2887862 <div class="images-v2-count-0"></div>I would have to say yes.
