Can a soldier receive TIG/TIS waiver in more than one promotion (PVT-SPC)?

Yes, but not for the same promotion. Regulations allow for waivers for TIS(Time in Service) and TIG(Time in Grade). One cannot receive a waiver for both for the same promotion.

YES.

The unit is told monthly what they are allowed.
Sometimes its one or the other TIG, TIS, sometimes both (not often) and then how many of each category they are authorized.

It was common for my company sized infantry unit to to get 1~3 TIG and 1-3 TIS waivers a month in 2005-7

Depends on the need of the service. You'd be amazed at the rapidity of promotions when the forces expand. When I was a lieutenant, some people about a year senior to me where getting promoted to Captain before their 1st Lt paperwork caught up with them if they got orders overseas while awaiting the 1st Lt paperwork.
