I have a soldier requesting leave for a period of time that they are the only soldier scheduled to work that specific shift. It is necessary to have a soldier working this shift per local SOP. Do I assign another soldier to work that shift or tell the soldier that they need to find someone willing to cover down before I send up the leave packet? I've asked my first line and they said that either one would work but I know there has to be a right answer.

They can always request leave. The command can always deny leave, but they better have really , really good justification. "Nobody else can take his place", is not good justification.

You cant disapprove of his leave only your commander can. Assigning a different soldier to complete the duty during that time should not be a big deal.

you should have a chain of command and it should be their duty to ensure you are able to take leave. I mean, I know for a fact that you have a rating scheme. Start there for answers.
