Can a SSG who's on the promotion list for SFC get the promotion if said SSG only has 2 years before forced retirement?

One of my peers in my unit is about to turn 60 in a year or two and was asking me if the Army would promote him or not. From our understanding of how it works in the Reserves is you have to hold the rank for 3 years to retire with it.

I told him I can see a few possibilities. 1) the Army wouldn't give him the promotion if he has to get out within 2 years. 2) the Army would say whatever, promote him and let him retire as a SFC. And 3) the Army would extend him an additional year if he chooses to except the promotion. I told him I'm not too knowledgeable on centralized promotions or reserve promotions but that I'd ask RP.

I know early in my career I worked for a Major promoted to LTC within a short time period. For retirement it’s based on his 0-4 pay but his ID card says LTC /0-5. If your fellow Soldier gets selected and promoted accept the promotion. Regardless of the final retirement it points that count the most. I look forward to more knowledgeable Admin folks to respond

He will promote and retire as a SFC; however, his retirement base rate will be determined by his high 3 years. If I understand his situation correctly, he does not incur the 36-month service obligation upon promotion to SFC because he is eligible for retirement and over 60 years old. Check out AR 600-8-19 Enlisted Promotions and Reductions paragraph 4-8.

I am a bit out of date but this may help.
AR600-8-194–8. Service remaining requirement
a. Soldiers incur a 3-year (36-month) service obligation upon promotion to SFC, MSG, and SGM. The service remain- ing requirement begins on the effective date of promotion, unless Soldiers are in one of the following categories:
(1) Eligible for retirement based on retention control point (RCP) for the recommended grade. (2) Already eligible through prior service for a higher rank at time of retirement.
(3) Age 60 or older.

b. Soldiers not having sufficient time remaining in service must reenlist or extend to meet the obligated service, or decline promotion in accordance with paragraph 1–26c. If the pin-on is delayed for administrative reasons, the service remaining requirement will begin on the original date the Soldier would have been promoted.
(1) Soldiers must meet the service remaining requirement within 30 days (RA) or 60 days (USAR) of the announced promotion effective date or be subject to removal from the recommended list.
(2) If service remaining requirement is not met; orders will be revoked.
c. Soldiers selected for promotion will be promoted on the last day of the month before being placed on the retired list if their sequence number has not been reached and they are in one of the following categories:
(1) Will complete 30 years of AFS.
(2) *********Will have reached age 60**********.
(3) Will reach the RCP while on a promotion list.
d. CDRs will advise HRC (AHRC–PDV–PE) of these Soldiers in time to allow for preparation of promotion orders
before the Soldier retires.
e. A promoted Soldier may not, at his or her own request, be reduced to terminate the required service requirement.

Once a Soldier reaches the age of 57, that Soldier is now considered NON promotable due to the fact that that Soldier cannot complete for the 36 month TIG requirement. The military will not extend you beyond 60 for a promotion, they will however, extend you up to 2 years if you need the time to complete 20 years for retirement. Also, in the regs, if you haven't completed the appropriate NCOES courses for your next rank, you are not eligible to attend NCOES academy courses after the age of 55.
