Can an 0302 2nd Lt volunteer to go to BRC upon completion of IOC, or Apply to go when he gets to the fleet?

Asking for a friend of mine who’s in TBS, he’s a prior who is looking to go MARSOC once he reaches the eligibility requirements, but wants to know if he can go recon as a brand new Lt the same way enlisted guys can go straight into recon then apply for MARSOC down the line. Also he does not want to go 0203 route because 80% of those guys end up not going to recon.
