Can an E-3 get promoted to E-4 by their commander before having the 18 month TIS and 3 months TIG?

Yes. It is rare but it can happen. Well, actually you can enlist as E-4 but that is another question.

These are the requirements for advancement from PFC to SPC:
Promotion to SPC is 24 months TIS and 6 months TIG.
Promotions to SPC may be waived at 18 months TIS and 3 months TIG.

That's it. So no you cannot be advanced to SPC before the waiver time of 18 TIS/3 TIG. Once you're at 18/3, the commander can authorize it with a waiver. Each commander gets so many waivers each month though.

If you're at 24 months TIS, 6 months TIG you'll get SPC.

I enlisted as an E1 and made E4 in 14 months. I was volentold to drive for a three star. He asked why I was still an E2 with 13 months in the Army. After finding out I was a good soldier, he pinned my E3 on the next morning after ripping my entire chain of command (two star and down) for failing to care for good soldiers. I was promoted to E4 the first of the next month and had orders for Korea three months later.

Regulations state 18 months with a waiver I think some soldiers try to play the " I'm the exception " game people can say they have been promoted to E-4 in less then 18 months but until I see the paperwork I call BS because I received my E-4 this month with my waiver at 18 months this month. I asked if it could be sooner and my HR NCO showed me why it's LITERALLY impossible because there is a promotion eligibility database and you cannot and will not get promotion unless you are on the list in the computer when you make the TIS requirements.

I did. Commanders actually have a lot of latitude in early promotions for E1-E4 (unless things have drastically changed in the last few years).

As AR 600-8-19 ch 2-3 para g 2 says "Soldiers holding or training for PMOS in career management field (CMF) 18 or ranger school graduates with at
least 12 months TIS may be promoted to SPC without regard to TIS and TIG waiver ceilings provided otherwise qualified
in accordance with paragraph 1–10."

The regs also says there is automatic promotion from SPC to SGT without board appearance once you complete the SFQC.
