Also think of why the SL felt it necessary to implement said requirement. Are you gone for five hours on an appointment that should take no more than an hour? Has s/he called the PMC to see where you are and been told you left hours ago?

The KEY WORDS in your question is SQUAD LEADER. Yes they can, especially if directed by the Commander. Has there been an issue where you or someone in your unit has not been to their appointments as they were supposed to be?

Yes. Would you question if your E6 squad leader required you to do do the same?
As a general rule of thumb, if a Private asks, “can the Army do XYZ?” The answer is generally yes.

If he or she is your squad leader yes. There must be an issue with you or people in the squad making up or missing appointments to ask for it. I have never been asked to prove I went to an appointment.

First, hopefully you're talking about an E-4 specialist. If it's E-4 corporal, then you'd be stupid to even ask this question. If it's a specialist...well, they're your squad leader, so yes you must get the appointment slip signed by the PMC. If he's your squad leader, then he's in charge of you.

There are certain hills that you don't want to die on in the military. This is one of them. Just get the slip signed, show it to him and be done with it. Plain and simple. The worst thing that you could do is argue about it and then that E-4 gets promoted to E-5, and all of a sudden he's really going to make your life a living hell.

I don't think that is unreasonable for them to request. Squad leaders need to have accountability of their troops. E-4 or not, this is something they must do. Not really sure why you would have an issue complying, unless of course you were hiding something.

correct me if i'm wrong but seem to think most medical appointments get time stamped out. part of their 'customer service' monitoring in the 'timely manner' column.

Is this a real question from a military person in 2019? Because if it is, I sure hope this is an isolated incident, and not a cross-sectional view of our armed forces. Your squad leader, whether they are a Sergeant, Corporal, PFC, or Senior PV2, can require such things.
