Can anyone explain USMC PSEP?

I have recently read about and even seen a video about PSEP. I am looking for info on the program. I am not looking to, "go speak to a recruiter." I have noticed there is nothing on here about it and it seems pretty interesting.

From the gist of this order, looks like the retention officer or career counselor or S1 needs to inform unit of first term Marines of their future endeavor to the unit.

I have gone through MCO 1130.80a/b in regards to the PSEP, but there is no proper guidance on how to go through the process. Have talked to multiple recruiters but keep getting ghosted. Anyone have any more info that can help?
