Can anyone identify this specific badge?

While I have never seen this specific badge before - it appears to be associated with The Western Hemisphere Institute for Security Cooperation. Does anyone know the specific significance of this badge - particularly the wings - possible aircrew or medical personnel?

This is an old WHINSEC Medical Training badge given to medical classes (who did not complete the EFMB test) as a non-official but yet official wear for those students. Unsure if they still use this or give it out locally :)
