Thank you for taking the time to read my question and thank you in advance for your responses.<br /><br />I am looking for some specific guidance on USAREC 16-071. Specifically paragraph 7D. I am currently an E-5 88N in the Reserve, but havent completed WLC. I have heard from a recruiter that the grade determination will come back as E-4 without WLC. If that is the case, would I be eligible to reenlist under the rule listed in paragraph 7D (Option 3 or Option 18)? While my total TIS is just over 10 years, less than 3 of that was active federal service. The rest has been Reserve and a long stretch in the IRR. That being said, would they go off of my active duty time only or would they count the IRR time as well? Does this status make me eligible to reenlist into the RA? I was a recruiter many moons ago (early 90s) and we only looked at DD-214s to add up Active Duty time. So things like Annual Training, short-term AD orders, drills, etc. do not figure into your total active service. Not sure what they do now, I would assume close to the same. USAREC does not do that fine-detailed calculation of your Active Duty time. However, when you do enter the Army, the personnel office will do a more thorough account of all of your service, to be calculated for retirement. I had some reserve time with a few extra short tours not included in a DD-214, and it added a few months to my retirement. First, I don&#39;t think they can administratively reduce you to E4 from E5 anymore in order for you to transfer to Active Duty (USAREC can&#39;t). That regulation is in place to protect the E4(P) on Active Duty now. For you to circumvent it via a backdoor method as the Recruiter suggests means there is a E4(P) thats going to need to wait longer for promotion. <br /><br />That&#39;s why the existance of a backdoor sounds rather strange to me if it exists. BTW, the Army had this problem when I was in uniform and Reagan was President and rebuilding the Army 1982or 1983?. They had a flood of former E5&#39;s that ETS&#39;d (the Economy sucked) try to get back in as E4&#39;s, caused a huge oversupply of E4&#39;s on Active Duty and a 12-18 month hold on promotion to E5........some E4&#39;s were RiF&#39;d to fix it. So just letting you know, second opinions never hurt. I understand the promotional system has changed with STEP and there have been other changes. So I could be totally wrong, only posting as a FYI. What city and state are you in and I will put you in touch with a local recruiter. In the mean time, how old are you? Also, AFS will only count your IET and deployment; not calculated reserve points. When they refer to grade reduction not being favorable, they are referring to if you voluntarily tale a grade reduction; not as a result of the grade determination waiver. Just go see your local recruiter or call SFC Adkins @ [login to see] . He was one of my Soldiers who is currently a recruiting center leader out of Richmond, VA. Hope this helps.
