Dylan Roof and Charleston was just another example of the wrong person getting a gun in their hands, despite laws and waiting periods and background checks being in place to prevent it from happening. It will be added as part of one of the many Trade Agreements which will be approved now that Congress has given the President (and his predecessor) 6 years of "Fast Track" authority. Just some of the things that will be coming are: implementation of the UN Arms Trade Treaty (for some reason no one's willing to talk about this one although the administration has been working on it for 6 years), gun import bans, micro-stamping of firearms, ammunition bans, environmental regulations forbidding the use of lead (for bullets and practice ranges).
