So if you go without a referral, you will be charged as Point of Service by TRICARE and you have to pay for it. If you want a second opinion and they won&#39;t put in a referral, just go and pay for it. If you can&#39;t afford it, then don&#39;t go. However, Tricare is an HMO and your second opinion will be wherever you are referred to, not where you want to go.<br /><br />You can seek treatment off post by a professional of your choice if you&#39;re willing to pay for it. However, it&#39;s a long way between seeing a civilian provider and getting the outcome you may desire. Chances are you&#39;re probably hoping for some certain outcome, like a diagnosis that leads to a specific treatment or discharge. You primary care provider still has to verify and OK any treatments, and your EBH will need to validate any diagnosis&#39; from a civilian provider.
