If you have a reason to go, I would contact the embassy of Kuwait and the base commander at Buehring as well to make sure you would be admitted.

Without a specific need to visit, no. You can drive up to it and around it (if your crazy) but you need a real mission oriented reason to enter...and using the PXand Bathroom won’t cut it
