While the actual Article 15 may be restricted the underlying misconduct may not. For example, if your Commander wanted to separate you based on the misconduct and it was determined you would receive a rehabilitative transfer, prior to being discharged, it would be reasonable to notify the gaining Commander about the misconduct so he can determine whether you have overcome the deficiency.
