If a commander sees fit he can Deny the block leave for any soldier in his command. Does it happen for not qualifying on a range I never seen it but if your First line leader denies it chances are the Commander will go off the recommendation from your Psg and 1sg. Leave is not a right, it is a privilege. You don't get privileges if you fail to meet the standards. Meet the standard! PERIOD. Do that and everything else falls in line. Don’t do it and you’ll find Military life pretty difficult. Qualification is a standard, a pretty important standard as being able to hit what you shoot at is imperative no matter what your MOS is, you never know when you will be on guard duty on a FOB or on a convoy that gets ambushed. I would worry more about that, then leave - also, like failing the APFT, it can be grounds for chapter, so , yeah - I would be pestering my NCOIC for shadow boxes, BRM drills, dime/cleaning rod drills so I do not lose my job.

The appropriate chapter to separate you would be Chapter 13 - unsatisfactory performance. As the Commander’s personnel rep I would recommend he approve the leave. Leave is an entitlement, not a privilege. When you take leave is at the Commander’s discretion. Commanders are charged with ensuring Soldiers are permitted maximum opportunity to use their leave and to do their are times when Commander are supposed to place emphasis on Soldiers taking leave and IAW the leave and pass regulation one of those periods of Command Emphasis is during a unit’s block leave. Additionally, disapproving the leave may result in other administrative actions such as special leave accrual if the Solider ends up with use or lose. I would also be concerned that this action could be considered punitive. You could possibly tie it to corrective training to avoid that; however, If he is going to disapprove the Soldiers leave for additional training on his weapon, he needed to pull the leave supervisor leave so he can conduct the training.
