Can I apply to college (full-time) before I ETS?

Because of when I ETS I have to wait for the spring semester to start classes, am I able to apply ahead of time?

Depends on the School really. Schools have different enrollment/application windows for different semesters.

To which school are you applying? Check their website for enrollment dates/windows. For example, Penn State (because I'm from PA) has Spring Semester enrollment open until 10JAN2021.

As early as the University accepts applications.

I applied before I ETSed. The school doesn't care, nor should the Army (as long as you apply on personal time of course). You should tell the school of your planned start date and meet the deadlines for that date.

Back in the day, to get an early out (EM) 90 days, to go to college, I had to be accepted to the school.
