Can I attend ALC for 92Y right after reclassifying into the MOS?

Best advice I can give you is see your training NCO if you have one, and check with him, or her for your eligibility.

Yes, some MOS will even send you before going to your new duty station.

I was able to go to ALC within 2 or 3 years of reclassing, reason being there was a deployment that took place.
