Can I be denied PCS Leave for training?

My unit is going to JRTC to early April and I have a report date of May 17. I was trying to take a month of PCS Leave with 11 days before that of nonchargeable parental leave as per the new policy. Due to our training they denied and told me to either combine them and make a month, or forget the parental leave.

Basically I’m just wondering is this a thing? Am I just screwed by this JRTC?

Yes, the Commander is the approving authority for leave. But only the commander, not your squad leader, not your platoon sergeant, etc.

Do you have your clearing papers in hand, how long is the Unit suppose to be at JRTC, where is your new unit? It's Reporting Date minus Travel time , minus 2 weeks to clear post; even without adding in leave, will your Unit be down range when you're suppose to start clearing post? Something to ask "command' about, ya think? What do you have to clear that requires an appointment, has this been brought to the attention of your CoC?

What nonsense is being perpetuated by leadership when you use an asset that won't be available?

Command can deny damn near any kind of leave. Did you talk to them about it, or are you whining. Do you have your orders yet? Have you started working out appts?

Report date + Authorized travel time to your new duty station = Last date you can sign out of your unit.
What will be the date the day after you return from JRTC?
Personally check the post policy for the number of days authorized to clear post (2 weeks?).
Date after day you return from JRTC + Clearing time (2 weeks) = Date you can reasonably expect to sign out of your unit.
Report date - Date you can reasonably expect to sign out of your unit = Leave days available.

Note: if you are the secondary caregiver, you may find that the policy on uncharged parental leave policy states commander "may" authorize X days of leave. "May" means optional. "Must" or "will" means it isn't optional.

Yes, a commander can approve or deny leave, that's how leave works.
If it is codified in a regulation, it is "a thing".
In this case it sounds like 30 total days of leave will be approved, whether you want to make some of those days nonchargeable or not, and that sounds like enough for a PCS.
What's the problem?
