I imagine you would be as an NCO already, so I don&#39;t see why you can&#39;t be promoted. I know the ARNG has specific paragraph and line number slots per unit MTOE, but still being a semi-centralized promotion I believe you should be able to at least be promoted as a 19D. The guard only has so many positions in the state, it has to be vacant and you have to be fully qualified for that position. First you have to be boarded by the state for promotion. My understanding is most states only hold annual boards.
