Can I claim everyone whose health care and possibly community college I am paying for with my taxes as my dependents on my tax return?

If we are providing someone with health care and putting them through college is not that the definition of a dependent for tax purposes?
***UPDATE*** I am referring not to anyone in my household or necessary know, but rather those who are receiving free health care and in the future maybe free community college as my taxes may rise to cover it. Should I not receive a tax break for putting them all through school and providing them health care?

Maybe...
1. Member of Household/Relationship Test. The person either (a) must be related to you (read who is related to you?), or (b) must live with you all year as a member of your household (and your relationship must not violate local law).
2. Gross Income Test. The person's gross income for the year must be less than $3,650 (for 2009 or 2010).
3. Support Test. You must provide more than half of the person's total support for the year.

If it wasn't for the gross income part, I'd be tempted to set up bunk beds in the spare bedroom. Fortunately someone working a minimum wage job is earning at least 10K over the $3,650 threshold.
