You wish to file an IG complaint on an E-8? You certainly can. However, be sure you have your facts straight, first. Be prepared, though, that when you contact IG, depending on the reason for the call, they may tell you that your case may not be IG and could very well be EO. Also, be prepared to be told that IG will conduct (if it falls under IG and warrants one) an investigation and only recommend courses of action to the appropriate authorities.

This is a surprising question from an SSG.

Always exhaust your chain of command first. IG's first question to you is probably going to be: did you discuss the issue with your 1SG (if he's not the issue in this case) or Commander.

I got an IG against me from a solider I started the separation packet on for missed attendance. Probably because I gave him his rights of recourse during his exit counseling.

Fast forward a MSG from the IG calls me during our next Battle Assembly and wants to hear my side of the story. Cut to the chase the MSG asks where the soldier is currently and I reply, "Well, he's not here now, so he's got an additional four more "U's". So instead of fighting nine he's now fighting thirteen "U's".

He says thank you sir, that is all...............

I have seen toxic leadership IG's go in favor of the plaintiff, but you need to be specific, and it needs to be shown the soldier is being picked on relative to other soldiers of similar rank and duties.

I also took a SSG aside that felt they were being alienated by fellow NCO's. She pulled the gender card and was going to go EO/IG, etc... However my 1SG was female as well, and I let the SSG know that other NCO's in the company saw problems in her leadership approach as well. So between the female 1SG, and other NCO's not in the same platoon making similar observations maybe a new angle of observation of her actions needed to be conducted before going to the IG.

The Office of The Inspector General (OTIG) makes it convenient to file a complaint. It is recommended you contact your local IG office to initiate a request for assistance, or to file a complaint because that office is in the best position to efficiently resolve them.

WHEN ARE IG COMPLAINTS APPROPRIATE?

Individuals should attempt to resolve fraud, waste, and abuse (FWA) issues and personal complaints at the lowest possible level, using command channels before elevating them to the next higher level or the OTIG.

Further, complaints must be promptly filed within IG, command, or other grievance channels. IG's may dismiss a complaint if there is no FWA, recognizable wrong or violation of law, regulation, or policy. Also, complaints should be received in a timely manner.

I did as an E-5 altough the CSM asked if he could have the two weeks until I turned it in at IG complaint time to remedy the situation (and he did) I never had to go any further.

Whatever your issue turns out to be if you didn't run it up through the COC be prepared for issues. While contacting the IG is everyones right you have to have something actionable to do so. It helps to have concrete witnesses to this, also proof, If not the shit rolls down hill and all that that brings with it.

Yes you can try. If you have evidence of fraud, waste, or abuse by a military member you can contact the IG. If you have evidence of criminal activity go to law enforcement. Either way have your stuff together. Bring relevant documentation. Be prepared to answer lots of questions. It will be a learning experience.

As someone who has a 2-1 record with IG Assistance claims, here is what you need to know:
+ Have an actual grievance that describes how a regulation, policy, or law was broken
+ Use the IG's Assistance Form
+ List the grievance objectively; use the 5 Ws. For example, "At 0937 on January 5th, 2020, at the Battalion Motorpool, MSG Smith violated regulation AR 123-45, Chapter 15-3, "quote applicable regulation" in that he [list exactly what the person in question did].
+ State what you want to happen or what you want the OIG to do. For example, "I would like for MSG Smith to reverse his decision with regards to his violation of the regulation listed above, and to be aware of Army regulations in the future." Make sure it is lawful, ethical, and possible for the person to do.
- Do NOT use the IG to complain that something isn't "Fair." The Army is not about "fair." Neither is Life.
- Do NOT make things up, misrepresent facts (ie, lie), or embellish facts
- Do NOT get emotional. It won't help.

So make sure you actually have a case to present to the IG. If you are just complaining, don't waste anyone's time; it's not worth it. If you don't follow the advice I gave above, expect to get shot down quickly. Frivolous IG complaints will not sit well with your chain of command, and while retribution is illegal, you may end up having a bad time for the rest of your assignment in your unit. First Sergeants, especially those who are experienced, will ensure you have a bad time, and it will be totally legit. Choose your battles carefully.

Obviously you can. You do not provide enough information to help us help you decide if you should.
As others have said, if the SNCO in question is in your CoC, I would assume you have exhausted all means of addressing whatever is happening up to your CO. If not, you better make damn sure the first time your command team hears about this it is from you, not someone calling from the IG office.
Always settle issues at the lowest level possible. Escalate only if necessary. If this is simply a personality clash, you will lose. If it is something more serious, do what you have to do.

I once made a complaint against the Finance Office in Benning. I was an SFC assigned to a TRADOC unit and got a No Pay Due at the end of month.
Not having any known encumberances or anything I could think of I called Finance and was told Oh, your pay was given to an OCS candidate for a debt????
I was livid, not only didn't I know anyone in OCS, the Finance clerk on the phone told me I needed to address the issue with the OCS Candidate and if the debt wasn't valid deal with him and his OCS COC. NOPE, not going to happen.
Got on the phone with IG, called OCS Commanders office and double-tiimed down to the Finance Commanders office. Was a hell of a fight but I got paid by the end of the day! Turned out the OCS CXandidate owed a bunch of money on a car and a judgement was made against his pay, the Finance folks messed up and charged it to my account then tried covering it up by trying to get me to go after the OCS kid rather than their mistake.
So yes, you can pretty much file a complaint against anyone.

Solve problems at the lowest level, directly approach and have a discussion. If too intimidated, grab an unbiased third party to approach with you, send an email etc. Filing a complaint should be the last step.

Sure, but you’d better have your stuff together and have exhausted all means of resolution with your COC to save yourself some embarrassment. I once had a soldier that had come to the Army after serving in the Navy. Long story short, she wouldn’t train in MOPP gear and complained all the time. After several informal and formal counselings, she filed an IG complaint for sexual harassment on me (I was her 1SG). There was an investigation, my COC backed me up, and of course I was exonerated. She was soon transferred out, as she had alienated just about every EM and NCO in the unit.

Depends upon which IG and the reason whether it is the right place. The Army IG or DOD IG could handle or refer to someone else or do nothing. Here are the caveats attached to most requests to be confidential:
"If you request CONFIDENTIALITY, we will make every effort to protect your identity from disclosure; however, we cannot guarantee confidentiality since disclosure may be required during the investigation or in the course of corrective action.
If you file your complaint ANONYMOUSLY, we will not be able to contact you to request additional
information or to give you the results of the investigation. You may consider establishing an e-mail
account using an internet service provider to submit an anonymous complaint; however, we will not
respond to anonymous complaints submitted in this way since we have no way of verifying who you are."
The IGs are under no obligation to tell you the results of an investigation IIRC.

From the IG Desk: AR 20-1 provides that no service member may be prevented from access to an Inspector General. Make an appointment - you can't simply walk off the job. Concerns may also be communicated anonymously in writing or by phone...an IG takes ALL input seriously. Ensure your concern rises to the level of an "IG Issue" and is not just the perception of a pet peeve or imagined slight. Use your Chain of Command (CoC) prior to visiting an IG - that's the first question I always ask and may refer a service member back to their CoC if they haven't attempted that route initially. If the concern is with a superior, attempt to work it out at that level. If unsuccessful, see the next higher superior for resolution, keeping in mind all service members have access to their Commanding Officer. Certain concerns may be better addressed through the offices of Chaplain or Equal Opportunity and an IG may recommend that route. Resolution of a service member's concern, if accepted, will be investigated and the results discretely communicated to the Commander for action (those results may not be communicated back to the service member). Be aware that illegal or potentially dangerous activity reported to an IG will be immediately forwarded to appropriate authorities for action.

If there is a violation of a policy or regulation then you can file a complaint. Be specific with names not positions. Depending on the installation it would most likely be referred to the next higher Commander or even Brigade. The most important accurate comment that you received was give your chain of command the opportunity to fix the problem first.

IG Complaint can be done bur any service members, as an example Fraud waste and abuse, that one. EEO is based discrimination based on race, sexual orientation, religion, which full under EEO. Remember once you report it you will have to be interviewed by the Special Agent.

Yau Absolutely can, but make sure you do your homework first. As a Senior NCO and now currently 1SG i have seen IG complaints go no where because it was more hurt feelings rather than an actual legitamate IG complaint. I encourage Soldiers to IG if it is actually warranted

Yes, you are free to complain against anyone to anyone, and good leaders will make the time to listen to your concerns. Inspectors General would take your case if the root cause of your issue would have potential impact to the overall efficiency and effectiveness of the command. It's also possible that the IG would take your case as part of IG's function for performing assistance to individuals, but as part of their fact-finding process, would conduct interviews throughout your chain of command to see if you have done your due diligence to solve the issue at your level.

You have the ability However this may not be the best idea in the world. You have not posted enough information to give you a responsible answer. I would 1st use your COC you may find several ways to solve the problem before going to the IG. If it goes to the IG your best support will be the COC who can make sure you have every thing right (t's Crossed I's dotted) they are after all your support group. You can but quite honestly, the IG is a farce. I filed a complaint last year about an abusive O5 supervisor who had created an extremely toxic environment by literally yelling in my face whenever we had a minor disagreement (I'm a DA civilian) and his O6 boss who just sat there and did nothing to correct him. I had three eyewitnesses who gave sworn statements backing up my claims and I provided several other names they never even bothered to talk to or contact yet they somehow found my claim 'unsubstantiated'. The whole time they were doing the 15-6, they left me in the office under the two officers I'd filed a complaint against, both of whom retaliated by trying to ruin my career. Thankfully I escaped and moved to a better position in another theater. I have zero faith in the IG system, it is a complete joke.

Proceed through Chain of Command FIRST. Document every step of the way. Take notes, write everything up like you would an After Action Report. Having said that, I would caution that if the issue is something you can work out between the two of you THAT is DEFINITELY the right course of action; furthermore if it is not but is something you can find within yourself to live with (I would never choose to live with or turn a blind eye to anything I found morally wrong...technically or legally wrong sure I can live that shit but not morally wrong if you get what I'm saying) then just deal with it and move on. I found that MOST things I could just deal with and move on. I was involved in several IG issues during my career, one of which involved my own complain but only because unbeknownst to me the IG was in our shop and overhead me bitching about Finance screwing up my pay AGAIN...he got involved and the matter was settled quickly but I got an earful from the Finance CO because I hadn't brought it to his attention first...I cleared that up by explaining that was NEVER my intent and my complaint to my shop chief was simply overheard by the IG who was in an adjacent room. So cross your T's and dot your I's and tread carefully if you choose to proceed.

Any soldier "can" file an IG complaint; but whether or not the IG will accept it has a lot of variables. For one, in my admittedly limited experience, was the chain of command approached first. I've had two IG complaints against me - one by a PV2 whose wife was a retired Major's daughter so you can guess how far that went - nowhere. The other a racial discrimination complaint by a soldier (SGT) I relieved of duty - that complaint was determined as unfounded.
The PV2 was ultimately given an Admin Discharge because he was literally, illiterate. The SGT was simply taken off road duty and assigned to his Company's Arms Room. What I'm inferring is that neither complainant's future in the Army was harmed due to their IG complaint; BUT certainly could have been.

FROM THE IG DESK. For the record, during my 30 years of Army service, I've held every IG position there is and was trained at the IG Academy in Washington, D.C.. A lot of water boiling over the issue of someone, "Filing an IG on (Name)" or similar. Following that is lots of advice on "possible repercussions" if (Name) finds out or someone in the CoC does. AR 20-1 specifies, "The Army IG system comprises commissioned officers, WOs, NCOs, and Army Civilians who embrace and exemplify Army Values, the Warrior Ethos, and the Army Civilian Corps Creed. These IGs hold positions of public trust, so broad experience, strong written and verbal communication skills, and impeccable ethics are key attributes that strengthen and build upon the viability and effectiveness of the Army IG system." An Inspector General is NO ONE's EMEMY! HE/SHE reports to ONE individual only...the COMMANDER (usually a Two-Star). It is the RIGHT of ANY service member to see an IG for ANY reason! It may be done in person (by appointment), by phone call, text, email, or anonymous - all forms of contact will be considered with equal respect. There can be NO repercussions whatsoever to any service member for seeking assistance from an IG. I felt it necessary to emphasize a point or two that seems to be confused in some minds out there. My first question will ALWAYS be, "Have you spoken to your Chain of Command before coming to me?" If not, that individual will be discretely sent back to their CoC with suggestions on who may best assist them there. My second focus will be to ascertain whether the concerns of a service member actually falls within my IG purview. If not, I will see that person is directed to the proper office for assistance. Be aware that some issues may involve legal ramifications and an IG has the authority to read a Rights Statement under 'Sworn' circumstances to a service member if necessary. Some advice I see given in other commentary is 100% on the mark...1) Be specific and chronological; ensure your documentation is correct and contains any and all FACTS necessary to support your issue (it doesn't need to be typed, just clear, and yes 'verbal' is acceptable as well). 2) Be composed and professional in both your writing and in person; don't come to any IG with your hair on fire or present a concern full of profanity and finger-pointing nonsense. 3) Understand an "Allegation" is exactly that - it's not proof of anything until a concern is looked into and finalized. 4) Understand that in most instances, the service member presenting a concern is usually not informed of the resolution (if any). The COMMANDER will always be the final authority on any IG concerns presented to him/her. I trust this acts to clarify the role of an IG with some particulars in reference to the IG system. IG complaints can be filed against anyone for a LEGITIMATE reason. If what occurred in your circumstance was a misunderstanding over something that should or should not have been done, then you probably don't have a case. If you were disciplined and as a result had your feelings hurt, no case. Like others have said, you've got to have facts and it would be good to have corroborating witnesses.

As many people with knowledge have already posted, the answer is yes, you can IG everyone and anyone. As a 1st Sgt I will caution you to make sure you have your ducks in a row and make sure you have tried everything to correct whatever it is that is the issue. This includes utilizing your Chain of Command! Lastly, I would caution against writing too much on any social media, to include RallyPoiint. Once it is written it can be used for you or against you.

You can file a complaint against any rank. But, have you tried to resolve the issue at the lowest level and within your chain of command before escalating it?

Be sure to use the chain of command first and if they don't help, the IG and your Congressman or woman, should get a letter from you telling them your problem. Also if you have an EEO the are a service that can settle problems or put evidence

Yes, you can. However, the first question out of the IG's mouth will be "have you tried addressing this with your chain of command?" Depending if this person is a Master Sergeant or a First Sergeant, talking to the company commander on his/her open door policy should be your first option. Your battalion and brigade commanders will also have an open door policy too.

The only complaint I'd ever had about a MSgt, I used the chain of command and within 3 days He was removed from His position. I was a SSgt and He was screwing with my people and I did confront Him, walked off so I wouldn't punch Him. I figured that was a better idea than staying even though He was yelling to come back and making it worse and I would have like punching Him out but didn't. I went straight to the SMSgt who oversaw Him. He agreed with Me and went to the Captain, Operations Officer who took it to both the Commander, a Major and First Sergeant. None of them liked Him or the way He operated and that was the final straw. His replacement was great a new MSgt that had just come in PCS was great and I never had a problem with him. The MSgt that was removed now had a desk under direct Supervision of a Captain and no supervisory control over anyone of any rank but made a good, well controlled paper clerk.

I may add off duty that MSgt was fine but seems He was on a chicken power trip and way out of line, His order were obeyed but seems it wasn't good enough and reached unreasonable levels. I wasn't His victim, my troops were and they did what they were told but wrong is wrong and no one was going to get away with screwing with My men over anything that was beyond reasonable. That MSgt was the first one I had a conversation and His response in My opinion not only was out of line but was His pattern. I always believed in going straight to the source of the problem first and try to resolve it there and though going around their back was a cowards way. Usually that worked fine and no other follow up was needed. Most people will self correct but He didn't.

Yes. That said, it will be similar to when you argue with your wife; you had better have all kinds of documentation and eyewitnesses. Is there a well-known history of similar incidents?
I'm not saying don't do it, but make sure you have all the facts of what happened as well as being able to state your own non-emotional, personal justifications.

Here is what you need to know. The IG does not represent you. The IG is specifically there to counsel the command leaders on staying legal and within the regulations. You and other military personnel have open access to bring to the attention a potential matter that may violate law or regulation. What I, as others here suggest, is that you have a very specific violation and reference to a law or regulation being violated. Otherwise, use the chain of command, starting with the individual you feel is in the wrong. Have witnesses if it is serious.

As stated in previous posts, I would just go up the chain of command for them to deal with the E-8. Additionally, the IG is kind of a worthless position since they cannot punish anyone; only make recommendations to the commanders. So, I would also contact my congressman or congresswoman and push that, since a member of congress has more juice, and it may also protect you from retaliation under whistleblower or other types of laws or policies. But, I will say you should expect supervisors to observe you more closely and document your faults that may not have been brought to light under normal circumstances. This is because they will need proper documentation on unrelated matters to justify punishing you, not recommending you for promotion, keeping you from certain schooling, etc.

sure you can. first you may want to consider discussing the issue up the chain with the E-8 as you will end up with either EO, IG or CID and you discussing it with the E-8. Best to resolve issues at the lowest level possible as it always gives you an avenue of appeal if a resolution is not arrived at. Make sure you have your facts straight and documented. Just a suggestion not enough info to give you any answer except sure you can. take care and stay safe.

Since there is no rank of “E8” in the military you cannot file a I.G. complaint against it. Now if you want to file a complaint against one of the following you can:
Master Sergeant
First Sergeant
Senior Master Sergeant
Senior Petty Officer

Yes, it’s semantics, but if you’re going to file a complaint make sure you know what you are talking about in the first place. And by referring to someone by their pay grade and not their rank means you already lost the battle.

You can file an IG complaint against anyone. But I would recommend you have evidence of a complaint. Be sure you have your ducks in line and you can justify the complaint. Additionally, DO NOT share the fact you have or will file a complaint with anyone unless they are directly involved in making the complaint. Loose lips sink ships and you don't want people choosing sides which is bad for the unit. Remember, it must be a legitimate complaint that involves breaking of regulations, professional standards or maltreatment of subordinates or other corrupt actions. Remember you are taking on a higher ranking NCO. Additionally, you need to know what action you want taken. I'm not for ruining anyone's career just because there is a personality conflict or you don't like the cut of his sail...in other words legitimacy of the complaint must involve a real infraction of regulations, .professional standards or maltreatment of subordinates or other corrupt actions. He's a E-8 and therefore he's earned it. So be sure you understand your motivation here. Have you talked man to man with this NCO to try to resolve any issues? Is your own backyard clean and have you done your due diligence to your duty? Have you been loyal? For once the complaint is filed the investigation will begin. If there is criminality involved CID will get involved. And if the IG is good he or she will conduct a full investigation of the complaint and the chips will fall were they may. Once filed, do your duty, keep a low profile and do not discuss the complaint with anyone.

Answer is Yes, you can file an IG complaint on anyone. However, please know the difference in an IG complaint t and an EO complaint before you file them. No you do not have to speak with your chain of command first as you can do a restricted and u restricted report. Should you speak to them first ABSOLUTELY. At least make your attempt and document. If you aren’t comfortable speaking to them then reach out to an unrelated Senior NCO and ask their opinion or you can always run it past LEGAL. Of course you can, but as the comments below state, the real question I should you. Have your facts and act together along with any specific regulation violations you believe are appropriate. You can, it is your right, but first I would recommend you go to the NCO club and see if the E-8 is sitting at the table with a bunch of E-9s. If so I would recommend against it. In either case if you find yourself pissed off at a superior try to honestly assess your role in pissing them off.

In the Army, there is the right way, the wrong way, and the Army way. All of this is wrapped in an envelope of the chain of command and the senior NCO corps protecting their own.

Is this the way it should be? Maybe, maybe not, but it's not a democracy; it's an authoritarian system.

I would give very careful consideration before reporting an E-8 to the Inspector General. Not because you don't have that right, but because it isn't likely going anywhere and you might open a door to a shit storm of gargantuan proportions.

Sometimes it is best to remember where you are, with whom you're dealing, and grit your teeth and move on.

Fucking around with senior NCOs even for junior officers is never going to end well even if you have pictures and an audio. I might change that if it were involved with sexual harassment.

My father was a CMD Sgt Mjr and I used to watch him call in a senior NCO and discipline him -- pretty harshly not holding anything back. It was mostly, "What the fuck were you thinking of sergeant?"

But he would also tell the Colonel that it was no big deal (meaning the Col needn't get involved) he had it under control. Meanwhile the junior soldier ended up in Germany.

When I was in as a company grade officer, I would have taken my own advice.

Most IGs will assist you, if the situation is not an IG matter, then they will point you in the right direction. Its difficult to assist you on this forum as, IG communication is not easily releasable, so be careful discussing issues or situations on here.
I just retired 01JAN2021 and was a Joint Command IG and also spent some time as an IG trainer/instructor for NATO. Feel free to contact me directly for more information or to assist in pointing you in the correct direction, most only have negative integrations with IGs and don't know what an IG actually does.

Of course. The IG office takes complaints from all quarters. But understand that they will conduct an informal investigation based on verifiable facts and appropriate regulations. And they will do so very seriously. Then, if they find some violation of regulation or policy, will refer it to the chain of command for action. So making a complaint about an E-8 who is your superior is really burning your bridges. The IG office won't be "protecting" anyone whereas the chain of command might be a bit protective of one of their senior leaders. You might be better served by talking to the 1SG. If the IG office finds your complaint without merit, it will end there. But the chain of command will surely know because of the investigation even though they try to keep it confidential.

Remember that IG is the DOD equivalent to the corporate internal auditor investigator. File your IG complaint if the matter includes a violation of established policy or procedure. If no violation occurred and/or the policy/procedure is functioning as intended then the investigation will result in no findings. If however a violation or break-in policy/procedure recommendations for correcting that will be made to the appropriate command level along with notification of if the failure was deliberate or not. Then it is on that commander to determine the appropriate corrective action if any is to be made.

In 1977 I filed an IG on my CO. I was right about the complaint. He ended up in the BN CO's office getting chewed out, up and over.
