I am currently stationed in Germany and want to submit a COT to stay here for another tour. My contract is 3 years and I will ets from Germany soon otherwise. Will I have to re enlist and then hope for a COT position to open or can I get the COT as part of my new re enlistment contract?

No COT required, you just reenlist for the location you want if you want to move somewhere within Europe. HRC will approve or deny it.
If you wanted to stay where you are you could reenlist for stabilization if the strengths support it, or you can submit an IPCOT and if it’s approved you reenlist and stay there for another three years.

So I can re enlist for a different duty station while still in Germany? Would it be possible to ets from Germany also or would I eventually have to go conus at the end of the contract?

SPC (Join to see) yes you can reenlist in Germany for another duty station. Whether you ETS from Germany depends on how much time you have between your DEROS and your ETS. You really should avoid ETSing from OCONUS unless you plan on living there. It’s extremely difficult to set up the next phase of your life in an area that is eight time zones away.
