There is an updated AR 601-280, the retention regulation. The SRR for for any conus assignment is 24 months. You can sign a DCSS but know that it stops you from going to any schools, getting promoted, etc so think long and hard before you do it. Get with your servicing career counselor for further guidance.

CONUS to CONUS reassignments are 24 months minimum, OCONUS to CONUS 12 months minimum.

So since I will be under 24 months, when I sign a DCSS what will happen? I understand the admin penalties in the AR but I will still have 20 months on contract...will I get penalized and PCS anyway?

I was incorrect because you have 6 months and 2 days you will still go to Ft. Drum because you have enough time to go. There is no SRR for those coming from overseas to conus duty stations so a DCSS is not needed. Sorry for the confusion but unfortunately you will still go to Ft. Drum

Here is the situation. I am currently OCONUS, serving out the end of my tour. My DEROS is 10 July 2017, and I have just been placed on assignment to Fort Drum, reporting 10 AUG 2017 ( I know, 15 months out, and i didn't even get to talk to branch :( ) My current ETS is 03 MAY 2019, meaning I will have 21 months at Drum when I PCS there.

My question are this:

1.) Does anyone know for sure the SRR for Fort Drum?
2.) If I am below the SRR, can I submit a DCSS?
3.) What happens if I do submit the DCSS?

Also, just a follow up for everyone that's going to tell me just to call my Branch. That was my first move and I was just told the whole " Sorry there is nowhere else available for you at this time? But really, at 15 months there is only one slot for a SSG in the whole world, get out of town.

Do you plan on serving any further? How many years do you have in now? I knew a SSG that had took some bad advice from some SSG peers and sign a DCSS to get out of DA select Drill orders. She wanted to make the Army a career, just didn't want to go Drill. Had to get out, GO wouldn't help her stay because she voluntarily signed a DCSS.

I may be wrong but I believe that you still have enough time to do your tour at Drum since there aren't really time requirements at CONUS posts. You will PCS there and when it comes time you will ETS. Now, if you receive ANOTHER assignment while at Drum, like DA select for Drill or Recruiting, then you would look at a DEC statement.

So at this time I don't think a DEC would help you much.

While signing a DCSS doesn't guarantee removal from assignment, it does guarantee SMs be -
(1) Placed in a nonpromotable status.
(2) Prohibited from reenlistment or extension of enlistment.
(3) Prohibited from applying for reentry into the RA for a period of at least 93 days if separated at normal ETS, and at least 2 years if voluntarily separated before ETS under applicable provisions of AR 635–200.
(4) Required to receive a rank determination from HQDA, if approved for reentry into the RA.
(5) Prohibited from application, selection, or attendance for commissioning or warrant officer appointment programs while on the current period of active duty.
(6) Precluded from consideration by HQDA for centralized selection for promotion and/or advanced schooling.
(7) Eligible to request voluntary separation under the provisions of AR 635–200 (see overseas returnees).
(8) Eligible for other assignments (CONUS and OCONUS) provided Soldiers have sufficient service remaining to meet the requirements of the new assignment.
(9) Not eligible for separation pay.

You'll most likely be PCSing to Fort Drum...SRRs are normally waived for priority assignments, especially with that much remaining time.
