Can I initiate a DD368 with a Reserve recruiter, and once approved, get picked up by a Guard unit?

When I submitted my paperwork I was intent leaving the Army Reserve for the USAF Reserve. In the time I’ve started the packet, I’ve submitted apps to several squadrons to include some in the Air Guard. Now, I know the reg considers both the Guard and the Reserve as “Reserve components” so would I have an issue going through the process?

There are always "issues" transferring between branches and components. Unfortunately, you have to rely on those damned recruiters to get the paperwork straight.

Sir,
It takes a long time for DD368 be approved, Please don't ask me why. However, a Recruiter is the only person who can request a conditional release going through the process. As for issues, it shouldn't be too difficult to resolve unless there is something else above his/her pay grade.
