I know at Bragg the MPs can and do conduct Law Enforcement on a highway that runs through the base. They would in that case have jurisdiction over civilians mirroring state law, would they find someone with a warrant or something like that they would detain them and transfer them over to the local civilian authorities. Same goes with arrest power. If you are subject to the UCMJ, they have authority to detain/cite/arrest you. Likewise, if you are on property that is under the authority of the military, they wield similar authority. Generally speaking any time they work off post with civilian authorities, their authority will be limited and set by a binding memorandum of agreement or understanding between the command and the civilian government. <br />Note: you do not have to be in the military to be subject to the UCMJ. DOD civilians and people employed in civilian jobs on base/post/camp will also be subject to certain articles when in specified circumstances. <br />Best thing for you to do if you have run afoul of the MP&#39;s is to speak to a lawyer with experience of the UCMJ. Usually that also involves them contacting local LE immediately as well. I&#39;ve seen plenty of AF SFS patrol off base and stop locals.<br /><br />An interesting area is Eielson AFB, AK. Sort of the opposite of your question. The local highway actually crosses the bases land. Both ends have signs stating so and it is patrolled by both the base SFS and AK Troopers. Locals get pissed when stopped by SFS on that stretch. AK is also carry how you want so lots of folks are armed...which is a no-no on federal bases without permission. There are some bases where they have jurisdiction on a piece of a freeway because the base is big like JBLM. And CID can make off post apprehensions on soldiers and some cases civilians.
