Can my rater be the same rank as me (both of us are E5s but I outrank him by date of rank by 4 years)?

In the Air Force they will not have the same rank rate on each other. Usually once the subordinate makes the same rank then they will get moved under someone that is higher ranking.

That must have changed. I had a 2LT as my reporting official when I was a 2LT. Also was a Capt and had a rating official who was a Capt with 19 days more time in grade than me.

Capt (Join to see) I am not 100% on how the officer side works in that aspect, but for the enlisted side it is frowned upon. Normally when a ratee makes the same rank then they will be switched to a higher ranking rater.

Well Sir I was active duty now I'm currently in the army reserves and the ncoic has placed another nco over me and as my rater. I believe that can't be done but I want to make sure I am right.

SSG Dennis Mendoza - I am reserve too, and have been running evaluation reports in either a military or DA civilian capacity for 16 years.
I can tell you that technically the new system will not catch this issue unless it pops up in the form fields when all of the DOD ID numbers are entered. Reserve units do a lousy job of keeping TAPDB-R up to date, as reflected when you try to get an SRB from your UA. If they can even start the form, it won't be caught by HRC.
However, what right looks like is that the next level up the chain does the report, because of the DOR issue IAW the regulation referenced above.
Philisophically, I avoid situation where people of the same grade are in the rating chain, especially two E-5s. It isn't that hard to find an appropriate SSG. This mitigates situations where peers write less glowing reports to make themselves look better for promotion.
Not saying this is the case here, but my experience shows that it does happen.

He is making me want to go to the irr even the 1SG asked someone why does everyone fear the agr staff sergeant and this unit doesn't even have my mos. My SRB looks worst then a privates my active duty ERB was up to date but once I came to the reserves I lost everything
