Can my unit stop me from going to BLC if I got an email from ATTRS about me having a date?

I got my P status in August. In September I took it upon myself to gather my BLC packet. I had my E6 approval and I emailed it to "top" our acting 1SG who is an e-6 that is known for messing around with multiple soldiers. When he gets my packet, he says he isn't signing it. ( i know its because of personal stuff, that man doesn't want to see me progress before his little spc girl at work I'm not even kidding about this. ) His excuse was "im not ready" ...
I told my e6, understood. Can you have him put that in a counseling as to why I am being denied the opportunity to walk on. Id like to have paper trail. The first thing top said was I don't owe her no counseling. So I used the open door policy, I had two E6 there with me vouching for me. It didn't work but top and the commander told me they would like to see more of me. & that they would re consider in a month. So my NCO goes ahead and writes me my plan of action for the next 30 days and we added me leading PRT, teaching some classes to the company and what not. The next month I got counseled again, and my NCO said I have met and exceeded all the expectations and he fully recommends me for BLC. So as I am trying to turn in my packet AGAIN my 1sg says I was put on a tdy mission for the month of OCT, so I ended up not attending for the month of OCT.
now here is the thing. I just got an email last week saying I was hard slotted for BLC. I am the only promotable in the company out of 6 promotables who has met the cut off score. I have a hard slot for November. only thing is that in November we have some job training before we deploy in early 2021, (not ntc, not jrtc, nothing like that) that they want people to be present at. How can I make sure that I don't get screwed over this time. Im upset because favoritism is getting in the way of my progression. Ive done nothing wrong to these people who are trying to stop my growth & I've walked a straight line to get to where I am today. If my old REAL 1SG would be herd I know I would have his full support. but this person who's acting top, he is a very problematic / toxic person who lacks integrity of his own and is trying his hardest to stop my career progression because of his personal issues.

Your 1SG doesn't have any ability to stop you from attending BLC. If your Command fails to get you to BLC when you are supposed to report, it goes directly to your CG and Division CSM and your CSM will be required to explain how they failed. It requires a signature from your CG to excuse you from BLC as well

Is there anything in writing that I can refer too? I’ve read nearly most of AR 600-8-19 but it doesn’t show anything about what the command needs to do if refusing BLC slots. It does mention reasons not to promote. And I don’t have any actions against me to hault me from attending school. Only the fact that I know my commander will try to say no to BLC for me because of this Airload and PDK training we have in the training calendar for the month of November

SGT (Join to see) it's not a question of your commander saying yes or no. You have been directed to attend, your Commanders approval is required. The role of your commander is to certify that you are eligible and qualified to attend. Your commander isn't signing a document saying that you are allowed to attend, your Commander is certifying that you are eligible and have no flagging actions. If your commander wants to defer you they will have to submit a deferment in a 4187 and that needs to be signed by the CG.
You are looking at this as whether or not your commander will let you go. The Army looks at it as you are going unless your commander can provide a valid reason not to attend. The Army will fly people out of country during deployments for NCOES. Whether or not your commander signs anything you have been directed in ATRRS to show up at your BLC. That is your place of duty. If you show up without the required documents then your CSM will be the one who will hear about it.
Here's a piece of Army advice and longtime life advice: Don't try to outwit idiots, they won't understand why they're losing.
Just walk past your company and to your BN CSM, tell your CSM about your issue. This is literally your CSMs #1 job, taking care of troops. Your CSM is responsible for enlisted personnel movement, Enlisted NCOES education and mentorship, and enforcing standards. Those are the main jobs of a CSM. But they can't fix problems they don't know about and they can't see problems if everyone is pretending everything is OK. If you no-show BLC or show up unprepared you will be putting your BN CSM in the cross hairs of the BDE CSM for an unfriendly ass-chewing. At least give your CSM a chance to fix it first.

Request open door with the Battalion CSM and Commander. Have any proof of communication with the 1SG and Commander.

Does anyone else in the unit experience this toxicity from the 1SG or only you? I'm asking this because chances are your EOL/A and IG would ask the same question. Regardless, if you feel you have valid concerns that need to be addressed, then hit up the previous aforementioned offices. Also, if you have a hard seat confirmed reservation for a BLC seat, you're going to BLC. Unless that seat gets cancelled.

SGT (Join to see) - A good chunk of us are suffering this. The system upgrade that RP went thru ended up with many a bug. To give an example, I was unable to log in for a little over a week and it took until today to get me registered back with the Admins team. Same as the points. Many folk lost points and will be distro'd back once everything is back to square. I'm guessing the "Edit" option will be in the same boat.
