Unless you have documentation to support it, I do not see that you can challenge what the rater has given you, it is their rating of performance. Judging by the bullets you posted below, I would say that your Sr Rater feels you are a solid performer but thinks you should complete ALC and have more TIG before selection to SSG. As such, a 2/3 box check is appropriate.<br />What leads you to think that he was insulted and changed the rating as a result?
