Can someone apply to OCS before completing their Bachelor's degree?

Any RECENT graduates of Army OCS available? I have looked through this website but keep getting mixed answers. I just Wanted to know if I can Apply to OCS with 60-90 credits or do I have To have my bachelors degree completed before even looking at OCS. Thank you!

You were able to attend OCS with 90 credit hours but had to complete your degree either within two years or before you made O-3.

For active Army the answer is no. For others, you can however they will probably try to get you to do the other OCS options other than Federal at Ft Benning. I personally am not a fan of those especially as a former BOLC instructor. There is a clear difference in quality as to who graduates those programs and some non-Federal programs do not allow you to switch to active duty with your commission if you so desire.

No. Per the recent MILPER messages covering OCS, the degree requirement is not waiverable. If you are active duty, consider the Green to Gold program. It would have you going to college full time while earning your military pay and commission through ROTC.
