All soldiers in you MOS and Grade are promoted based on an order of merit list based on your promotion points. If there is a vacancy and you have the most points then you are going to get promoted.

I would look up NGR 600-200 and some AR 600-8-19 for further info. They are doing away with boards and going to a paper board. Yes your weapons qual has weight but not like it did in the past. I know a buddy of mine in my unit are both in the E7 list and he has a law degree and I beat his and all I have is a HS diploma. Your NCOER is EVERYTHING! At least that's how it was when I was in the NG in CA in the early 2000's. Good luck to you. Just check first if there are any slots available for promotion in your MOS, that way you don't waste your time with the points calculation forms if there is no slots. I see that you are currently an E5, the current policy per AR 600-8-19, which covers enlisted promotions states that you are aware anywhere from 0-75 points depending on how well you perform in several areas. These areas include:
Weapon Qualifications -75 points for expert, 50 for sharpshooter, 25 for marksman.
APFT- 5 points for a score of 180, all the way to 75 points for a score of 300.
Awards- you earn up to 75 points for the major awards; ARCOM-20, AAM-15, DRIVER BADGE-5, ICM/ACM-10 POINTS...etc
Civilian education- you get 1 point for each college credit, up to 60 points for an Associate Degree, or 75 for a Bachelor Degree.
Finally, you also receive points for longevity, 3 points each year for time in service, and 5 points for each year in grade.

This will give you a maximum score of 450 Administration points, you will also receive a number of leadership points, once you are boarded along with the rest of the E5s in your state. You will only compete directly with the other E5s in your MOS.

Hope this helps! The promotion boards are different now than they ever have been. Yes your APFT score, weapons qual, and awards play a parts, but it would behoove you to ask your PSG for the AAR from this years promotion board. Each year the president of the board set a baseline which could be a number of things from a certain APFT score to SSD complete, or what NCOES you have completed. What criteria they use may change a bit from year to year so the best advice I can give you is; get to or keep a high APFT score, complete SSD and NCOES one level above what you need for you next promotion, continuing education, whether college or correspondence course. If you need any other guidance let me know. Your in the 1-148th INF. I am 12th on the list and am down for state wide. So because I am willing to go state wide I am now 5th on the list. I dont look at the points I look at who is state wide, who is down for x amount miles from home and who doesnt want to leave their unit. Oh and the ones who will retire or get out. If the 118 points was added I would be 3rd and 2 on the state wide list. yes this has nothing to do with points but just wanted to put in my 2 cents worth some where on this page today. Things the others have said, APFT, SSD, WLC, college, NCOER rating, TIS, and awards will all play into where you fall on the list. Then there is the catch all I am in. I’m pretty sure there are SSG slots in my BN, and I am willing to go anywhere. However, without the lower enlisted to fill a vacant tank, I’m not getting promoted until someone else moves up. Fortunately that will be happening soon as a 1SGT is moving on. A MSG will take his place, a SFC will take the MSG’s place, and SSG will take the SFC’s place, and finally I’ll slide right in. I’m guessing four to five months and I’ll be SSG. Maybe sooner, my chevrons are crossed.
