It states that the commander can put a soldier in the secondary zone which cuts the TIS basically in half. There are different priority levels which determines who goes to school first. If you are already on the PPRL and complete your SSD and NCOES you will get promoted. Tier 2 is just below or you got a counseling while at NCOPD.
