Can someone get a secondary MOS through on-the-job training?

I'm a 42R and my collateral duty for the past seven years across a few units is as the supply sergeant. I've amassed all the training of a 92Y (armorer, GCSS-A. ARIMS, etc...). and all my CSDP inspections are at 98% or above. I consider myself to be a good supply technician, and have been the primary trainer for my battalion for the past two years. It's interesting work and something I would like to do after I get out of the Army.

My battalion S-4 NCOIC and the civilian COMET team instructor have both told me I should put in a DA 4187 to request and award of a secondary MOS (without going to the AIT course). I don't want to go to the school house, if I did, 92Y would become my primary MOS and I want to remain a bandsman for the time being.

My questions is, has anyone heard of this and if so, what does the administrative process look like? I found something in AR 350-1, Ch 3-21 called The Operational Credit Program. I'm not sure if this is what they are referring to though. Any help or advice is greatly appreciated.

What you found in 350-1 is possible, though probably not where you work.
That program requires someone who is qualified to teach at the 92Y course to teach you locally at your unit. You may find someone in one of the brigades at Campbell who would qualify for this, but the way this is laid out you're not going to pass the Operational Credit Program without working directly in, and deploying with, an MTOE unit.
It would be quicker and easier to go to the school.

You can no longer submit a 4187 to receive a MOS that you’ve been performing duty in. All request for a MOS has to go through retention and you have to go to the school before you’ll be considered MOS qualified. Once you go to the school it will be considered your primary MOS. You will still have to go through retention to switch it from your primary to your secondary but you’ll have to wait until you’ve had the MOS for 12 months before you can switch. Unfortunately, no it doesn't work like that. The only way to be considered qualified in an MOS is for the MOS proponent to certify that you are. Then you would have to submit a request through HRC to add it as a secondary MOS.
Also, having a second MOS in the active duty doesn't really mean anything. You won't be utilized in it, promoted in it, or assigned in a position for it. It won't provide you any promotion points and you can't choose to make it your primary MOS in the future. If you wanted to switch it to your primary MOS you would have to make a formal request to HRC who would decide which MOS is needed more.

Unless you're applying for a government job that is only open to veterans who held a certain MOS, I don't quite see how not being awarded the 92Y MOS would bar you from getting a civilian job in the logistical field. Your 7 years of experience as a supply sergeant is what really matters, not whether you attended an 8-week AIT that would cover material you already know backwards and forwards.

92Y is an MOS I hold and while I haven't yet applied for a logistical job in the civilian world, I would be rather surprised if they asked for my DA 1059 and certificate of training. On my job resume I don't list 92Y AIT as an educational credential but instead I list my duties as a supply sergeant under my work experience section.

If you're worried that a civilian HR person will scrutinize your DD-214 for not listing 92Y in box 11 or 14, that same person would also know that Soldiers frequently do additional duties with only on-the-job training. Even without the DA Form 1059 for 92Y school, you still have your NCOERs as proof of your duties as a supply sergeant.

While it is still available,I think it's pretty rare that the MOS is actually awarded. You can always submit a DA 4187 and supporting documents to your S1 or PAC

You can but if not pursuing supply - why bother except for ego. Means nothing for promotion and logistics in larger units with combat missions etc is much different .
