Can someone other than the commander sign additional duty/appointment orders for the company?

I have a 1SG who wants us to redo every single appointment order to make it where he is the approving authority. However, the XO has assumption of command currently since our CDR is away on mission. I have reviewed AR 600-8-4, AR 600-8-105, and AR 600-20 with no luck unless I’ve seemed to have skipped over it. Any help would be appreciated since our appointment order memo’s aren’t out of date and that’s quite a bit we would have to change.

Whoever has command authority will be the one who signs appointment orders. If the XO has assumption of command orders, XO would sign anything the commander usually would sign.

If the 1SG does not have Assumption of Command, then the 1SG is not going to be the approving authority. The XO will since they have the assumption of command.

Your 1SG isn't the commander and doesn't have authority to issue orders like that.

The commander is the command authority and unless the commander delegates that authority in writing the commander is the only one capable of making those appointments

The Command Authority is explained in AR600-20. The commander must be the senior ranking regularly assigned commissioned officer. Your 1SG is well intentioned but doesn’t have the authority. If the Commander is away, he is in command unless reassigned. He can delegate to the next eligible officer to assume command with assumption of command orders and then they can sign as the commander. I regularly had to take “command “ of 4th Sustainment Brigade time to time to sign awards while the boss was TDY. I did the same for 801st BSB as the BN XO and Maintenance Troop, 11th ACR as a PL and XO.

The only time known to me that an NCO was the person who signed Additional Duty Appointment Orders was the Commandant of 19D Advanced Non-Commissioned Office Course at Fort Knox in 1983. Even then the Master Sergeant had to have the Fort Commander approve his appointment as the Commandant as there was no Field Grade officer immediately available.
