You should be able to submit a packet. However you will need solid references from your chain of command in order to be seriously considered. Does your chain of command concur with decision to apply to OCS? Often times if you are deployed and miss the deadline, they will still accept your packet. Get with you S1 and find out what you need for your package and then start putting it together. But yea, most of what you will be dealing with is putting it all together, being deployed may only make it more difficult but not impossible. Also, if you are on Film City go up to SAMS and tell them Ski from 2013 says What's Up? I submitted mine from C.O.B. Speicher, Iraq. Now I had to ensure that things moved along on schedule by checking on my packet twice per week. I also had an inside guy-- my former Basic Training Drill Sergeant was the 25th ID CG's Commo guy, so he made sure the CG signed stuff he needed to sign too. But the bottom line is that you can, should, and ensure that it gets completed and moved along at the prescribed times. It's work, but it'll be worth it.
