If it started after failing the first record and then sm passes the second the process stops because sm does not meet the criteria for chapter. Having finally met the standard, the judgment call to me would be whether I bought into the notion that the Soldier had turned the corner, or if this was a final grudging bit of motivation to stave off being discharged. The Soldier would have to convince me in person to advocate for that to the commander, and I would need the full buy-in of his FLL to see it through with a plan to maintain and build the Soldier's fitness to an acceptable and non-marginal level.
