If it started after failing the first record and then sm passes the second the process stops because sm does not meet the criteria for chapter. Having finally met the standard, the judgment call to me would be whether I bought into the notion that the Soldier had turned the corner, or if this was a final grudging bit of motivation to stave off being discharged.
