My personnel are authorized rentals as its a travel expense but I've also had a lot of issues with service members arriving from Hawaii due to their authorization and entitlements. My unit can but I've heard of other units not being able to. However, if they can't give you a straight answer in time, bear in mind it's often easier to ask forgiveness than permission. Worst case, you pay back the cost of the rental car after you've gotten stabilized. Best case, it's included as a travel expense and you're set. Just save the receipts. Consequently, if you have an outstanding balance on your card from the rental when the monthly cycle closes, your card will be delinquent. However as to your case, a rental car is covered if it is authorized in your orders. I would absolutely ask before doing so as I don't see any reason a rental car would actually be covered. I was not authorized to use my GTC for a rental at all. The way this new system works they only reimburse you for what is on that card plus your plane tickets.
