Can you be forced to sign a non-recommendation counseling for not going to a promotion board in your secondary zone?

My buddies new 1SG wants every SPC/E4 to be given a non-recmmondation Counseling for not wanting to go to a promotion board in they're secondary zone. Especially since he's a newly promoted SPC and he's already getting a counseling for this

Refusing to sign a counseling for non-recommendation to a promotion board is not a professional move in my opinion. What should happen is that Soldier should ask his leadership why? The counseling should state why they are not recommending you. Whether it’s for being immature, lacks drive, lacks initiative, etc.

Without seeing the document we can't tell much. I personally would not sign, until the reasons are crystal. Lots of folks do not make it in the secondary zone- that's for high speed/no drag folks.

He said he's not ready for a promotion board, he hasn't had any kind of time to study so he denied the offer since he's still in his SZ, but they're making it seem like a negative action

All you are agreeing to is they told you what that told you on that day. Agree with SFC Private RallyPoint Member would live to see the action plan. Something like this would require leader actions in support

I don’t see a problem with that kind of counseling. The counselor need to include what they SM need to be working on to make him better prepared to be an NCO, because that’s why NCO should be doing developing new leaders. The counseling is great tool if it’s used right.

Too easy to play that game. Write the non promotion counseling but put in the reason as because of their TIG and TIS needed to meet recommendation for promotion/promotion board appearance. Plan of action should be comments about what they can sustain and improve in their performance for when it’s time for them to go to the Board, so that way they’re receiving proper guidance and mentorship and they’re ahead of the curve.

Counseling’s are not punitive actions. It’s written statement saying you’re not being recommended and why. He doesn’t have to sign it, it makes no difference whether he acknowledges it or not, he has been counseled.

This is too easy. The Counseling is merely a recorded conversation. As for the SPC that JUST PINNED SPC, they can easily write in the Comments/Rebuttal section that they JUST pissed SPC and have yet to meet the TIS/TIG requirements for the Secondary Zone. Personally, I would like to see the Plan of Action listed for a Soldier that just pinned and has yet to meet the requirements set forth by the Army.

The counseling is given. The Soldier has a place to tell their side and three options, 1) sign and agtre, 2) sign and disagree, 3) refuse to sign. Any one of these can be chosen by the counseled Soldier. If the Soldier refuses to sign the NCO or Officer doing the counseling can mark the little box which demonstrates refusal to sign. The counseling still stands and is still admissible as due diligence in ART 15 or further non Judiciary punishment.
