What should happen is that Soldier should ask his leadership why? The counseling should state why they are not recommending you. The counselor need to include what they SM need to be working on to make him better prepared to be an NCO, because that’s why NCO should be doing developing new leaders. Write the non promotion counseling but put in the reason as because of their TIG and TIS needed to meet recommendation for promotion/promotion board appearance. As for the SPC that JUST PINNED SPC, they can easily write in the Comments/Rebuttal section that they JUST pissed SPC and have yet to meet the TIS/TIG requirements for the Secondary Zone. <div class="images-v2-count-0"></div>The counseling is given. The Soldier has a place to tell their side and three options, 1) sign and agtre, 2) sign and disagree, 3) refuse to sign. Any one of these can be chosen by the counseled Soldier. If the Soldier refuses to sign the NCO or Officer doing the counseling can mark the little box which demonstrates refusal to sign.
